Hawthorne Is a Hamlet of Mount Pleasant
Hawthorne is a hamlet in the Town of Mount Pleasant. It has no government of its own, so the Town issues its building permits. The Town's building department is at 1 Town Hall Plaza in Valhalla, (914) 742-2305. That is the Town's number, not ours — our number is (914) 474-1951.
Because the Town is the government, the rules that matter for a remodel here are the Town's rules — including the steep slope law, which comes up on the sloping lots in the area. We pull the permits through the Town for the work we do.
From Farms to Building Lots
The hamlet was first known as Hammond's Mills and later as Unionville. A railroad station was established in 1847. In the early 1890s a developer began buying the area's farms to subdivide into parcels, and in 1901 it was renamed Hawthorne in honor of Rose Hawthorne Lathrop, who founded Rosary Hill Home there. The Hammond House in Hawthorne is on the National Register of Historic Places.
What that means for a remodel is that the housing stock was built out over the decades after the farms were subdivided. A house here has often been added to or changed more than once in the years since. The work behind the walls — the wiring, the plumbing, the framing — reflects whoever was last in there, and an estimate has to happen in the room to know what is actually there.
Building on a Slope
Under the Town of Mount Pleasant's steep slope law, a steep slope permit is required for regulated activity on a steep slope, which the law defines starting at a 15% gradient. The Town Engineer issues these permits, and the steepest slopes go to the Planning Board.
For an addition on a sloping lot, where the slope falls decides where the addition can go and who has to approve it. A floor plan drawn before anyone has looked at the slope is a floor plan that may not be buildable. We walk the lot with you at the estimate and find out what the Town requires before we design.
