Armonk and the Town of North Castle
Armonk is a hamlet in the Town of North Castle. The Town has three hamlets: Armonk, Banksville and North White Plains. The Town of North Castle issues the building permits.
A Westchester County planning study of North Castle found that about 89.5% of housing units are single-family homes and that the 1960s were the Town's busiest decade for home building. Single-family zoning runs from small lots up to four-acre minimums. The Bedford Road Historic District in Armonk is listed on the National Register of Historic Places; its buildings are mid-nineteenth-century wood frame, in the Federal and Greek Revival styles.
What that means for a remodel is a town of mostly single-family houses, many built in the same era, on lots that range from close to very large. The older houses near the historic district and the mid-century houses on the bigger lots each present their own conditions behind the walls.
The Residential Project Review Committee
North Castle has a Residential Project Review Committee. It reviews residential permit applications, including building permits, steep slope permits, wetlands permits, tree removal permits and pool permits. The Committee can require a project to go to the Planning Board or the Architectural Review Board.
The split matters and is straightforward: a kitchen or bathroom remodel inside the existing walls is interior work, and permits that relate only to interior alterations or renovations are exempt from the Committee. An addition is not interior work, so it goes through the Committee, and the Committee can pass it on.
That is why the first conversation about an addition in Armonk should be about the property, not the floor plan. Read more on our permits and licensing page.
Wells and Septic
According to the same county study, about 90% of North Castle residents get their water from drilled wells. The Town has five local sewer districts; areas outside them use septic systems.
In North Castle the Building Department decides whether to refer an application to the Westchester County Department of Health for review of the bedroom count and added floor area against the existing septic system. Under county Health Department rules, when a house served by its own septic system gets an addition, the local building department refers it to the Health Department, which has to sign off that the existing system is adequate. We explain the full process on our permits and licensing page.
Wetlands, Slopes, Ridgelines and Trees
A Town permit is required for activity in a wetland or its buffer, which extends 100 feet from the wetland boundary. A Town permit is required to disturb a steep slope, a hilltop or a ridgeline, and tree removal permits apply to significant trees.
On a wooded, sloping or hilltop lot these rules decide where an addition can go. They are part of why an addition in North Castle starts with the property, not the drawings.
The Building Department
The Town of North Castle building department is at 17 Bedford Road, Armonk, (914) 273-8625. That is the Town's number, not ours — our number is (914) 474-1951.
We hold a Westchester County Home Improvement License, number WC-33098-H20, and we pull the permits for the work we do through the Town of North Castle.
